UGC marketplace team roles: eight accountabilities mapped to UK sources
Map eight functional UGC marketplace accountabilities to current UK sources without prescribing job titles, headcount or a universal team design.
An England UGC commission needs named accountabilities, but not eight employees or these job titles. One competent person may hold more than one function if conflicts and capacity are managed. Several people may share one function if a single decision owner remains visible.
What to take away
- A single competent person can hold several of the eight functions if conflicts and capacity are managed.
- Each function must have one visible decision owner, even where several people share the work.
- The eight accountabilities come from official UK or England sources, not from popular job titles.
- Employment status depends on the real working arrangement, not on these function labels.
- F-UGC-01 stays on hold until named people accept the functions and their evidence boundaries.
Selection method and scope
Research closed on 6 September 2026. We included a function where an official UK or England source placed a distinct decision or evidence duty in the journey for one commissioned short-form asset. We excluded supplier roles, popular job titles, staffing ratios and commentary-only functions.
The order follows the work, carries no ranking and implies no prevalence. Ugcmarketplace.co.uk received no supplier funding for this article and identified no supplier conflict.
1. Commission and commercial owner
This owner approves the legal buyer, brief, route, contract, consideration, acceptance, cancellation and exit. They do not approve specialist findings by default. CMA brand guidance places responsibility on businesses working with creators and intermediaries to address labelling and correction. It does not prescribe an organisation chart.
2. Creator-authority and rights owner
This function checks creator identity by an appropriate route, any representative's mandate, performance authority and permissions for script, footage, music, likeness, editing and reuse. The IPO's commissioned-work guidance explains why commissioning does not itself establish copyright ownership.
3. Claims and advertising reviewer
The reviewer maps objective wording to documentary evidence, then examines the advert's overall impression and commercial recognition. CAP treats recognition separately from misleading claims and substantiation. This function cannot delegate judgement to a platform label.
4. Privacy and PECR reviewer
This owner reviews creator-source data, contact purpose, roles, instructions, access, rights requests, retention and deletion. ICO processor-contract guidance describes required topics where the relationship is controller to processor. The parties and arrangement still require case-specific analysis.
5. Safeguarding decision owner
Age is not guessed from appearance or a profile. Uncertainty stops selection and moves to this function. Department for Education advice on child performance and activities has England scope and identifies organisers, parents, local authorities and others within particular cases. A qualified reviewer determines applicability.
6. Accessibility reviewer
The accessibility owner checks the brief and final render, including captions, transcript, visual information and channel behaviour. GOV.UK accessible communication guidance gives public-sector practices for approved source material and accessible formats. It does not certify a private-brand asset.
7. Security and publishing owner
This function controls account access, logging, release, revocation and recovery. NCSC social publishing guidance covers protected credentials, managed access and emergency plans. The publisher may release only the specialist-approved asset version.
8. Finance and records owner
Finance matches consideration, marketplace or agency charges, acceptance, invoice and payment, while tax status stays with qualified advisers. HMRC's page for people selling through digital platforms explains specific seller and reporting concepts without deciding this fictional arrangement.
Employment status is independent of these labels. Acas says status depends on the real working arrangement in Great Britain. F-UGC-01 remains HOLD until named people accept the functions and their evidence boundaries.
Before you act
- Name one decision owner for each function you adopt.
- Check creator identity, mandate and permissions before commissioning.
- Map objective claims to documentary evidence before release.
- Review creator-source data, retention and deletion duties.
- Stop selection and refer to the safeguarding owner when age is uncertain.
- Confirm the specialist-approved asset version before publishing.
Common questions
Does one person have to cover all eight functions?
No. The article says one competent person may hold more than one function if conflicts and capacity are managed, and several people may share one function. What matters is that a single decision owner remains visible for each function.
Why is commissioning not enough to secure copyright?
The IPO's commissioned-work guidance explains why commissioning does not itself establish copyright ownership. The creator-authority and rights owner must therefore check identity, any representative's mandate, performance authority and permissions for script, footage, music, likeness, editing and reuse.
What happens when a creator's age is uncertain?
Uncertainty stops selection and moves the decision to the safeguarding decision owner. Age is not guessed from appearance or a profile. Department for Education advice on child performance and activities has England scope, and a qualified reviewer determines whether it applies to the case.
