Part of UGC marketplaces tools and providers: a vetting method

UGC marketplaces tool implementation: five reversible states from dossier to exit proof

Implement a UGC marketplace for one England asset through reversible fictional-data states, independent approvals and tested export and deletion.

Implement the selected service as a sequence of reversible states. Do not import creator records, make contact, take payment details or publish while the system is being examined. The subject is one English brand unit and one short-form creator-made asset, represented only by fictional data.

What to take away

  • Implementation runs as five reversible states, each with its own evidence and stop conditions.
  • Direct answerthe verdict stays HOLD. A later limited approval must name edition, purpose, users, data classes, expiry, monitoring owner and rollback route.
  • Re-enter the dossier state after any material supplier, contract, subprocessor, integration, price or platform change.

State 1: admitted dossier

Open an evidence file for the exact legal supplier, UK service, edition, configured purpose, contract version and review date. Attach first-party records for functions, roles, data sources, security, accessibility, support, price basis, export and deletion. Unknown evidence remains unresolved.

Define what stays in the buyer's manual register. If a UK company is involved, Companies House filed information can support identity checking but cannot prove the product or creator authority.

Named tool example: Billo and Insense are UGC marketplaces. Their plan tier and connector settings belong in the dossier.

State 2: isolated configuration

Create named test roles with the least access required. Disable contact, payments, publishing, integrations, audience tracking and automatic imports. Set fictional retention and deletion events rather than copying a live policy. NCSC's shared-responsibility guidance makes the buyer responsible for suitability, configuration and what it stores even where the provider manages other security work.

Document the source, purpose, recipients and deletion route for every test field. ICO privacy-by-design guidance covers design through decommissioning and was updated for DUAA changes in February 2026.

State 3: failure rehearsal

Load FIXTURE-UGC-01: ambiguous authority, unsupported product claim, unclassified incentive, missing music and likeness rights, unknown age, inaccessible draft, excessive account access, blank payment terms, and pending correction, suppression, export and deletion requests.

Predict the correct stop for each failure, run the test, retain the result and compare it with the expectation. A workflow completion where evidence is missing is a defect. A blocked route does not prove compliance; it shows only what happened in that configuration.

Worked example: the fixture has no music licence. The correct stop is to block distribution until the rights record is attached. A completed upload is not a pass.

Age uncertainty stays separate from identity. Department for Education child-performance guidance applies to specified activity in England and requires case-specific analysis. No synthetic test can decide a real child's position.

State 4: independent gate review

Give each named reviewer the relevant records.

CAP substantiation rules explain why the claim record must exist before distribution, but do not clear the fixture.

Write the acceptance record as configuration, not brand-wide permission. It should identify the test-space version, enabled fields, roles, integrations, expected failures, observed result, unresolved defects and evidence location. The release owner cannot change a specialist fail to pass. A defect that affects one lane returns the fixture to the relevant earlier state while the other records remain visible.

State 5: recovery and exit proof

Remove a test user's access, restore an account through the approved route, export the evidence file, correct a field, apply suppression, delete the configured records and record any residual copies or dependencies. ICO data-sharing agreement guidance includes accuracy, rights, security, review and termination questions that make this exercise auditable.

Worked sequence

State 1 opens the dossier for Billo. State 2 isolates the tool with fictional roles. State 3 loads FIXTURE-UGC-01 and stops on the missing music licence. State 4 sends the record to each reviewer lane. State 5 runs the recovery checklist as exit proof.

Cost and time

For illustration only, a typical entry-tier plan for a UGC marketplace tool might be quoted at around £50 to £250 per month. Named platforms such as Billo and Insense publish plan tiers on their sites; check the current tier for seats and asset volume.

For illustration, budget £400 to £900 per reviewer day, depending on lane and seniority. Legal and privacy review usually sits at the upper end.

A single-asset, two-lane fixture might take two to four working days. The all-lane scope might take five to ten working days, depending on reviewer availability.

Before you act

  • Open an evidence file for the exact legal supplier and service.
  • Create named test roles with the least access required.
  • Load the fixture and predict the correct stop for each failure.
  • Give each named reviewer the relevant records for a separate verdict.
  • Rehearse rollback using the State 5 list, then record residual copies or dependencies.

Common questions

What does a blocked route prove about compliance?

It proves nothing about compliance. The test result must be retained and compared with the expectation.

Who can overturn a specialist fail verdict?

Nobody. Each named reviewer retains a separate verdict. A defect affecting one lane returns the fixture to the relevant earlier state while other records remain visible.

What must a later limited approval name?

It must name the items listed in What to take away. Until then, no limited approval exists.
